Implement "Trends" menu

This is functionally similar to search, but the menu toggle is atop the public timeline now.

Should we still do this? Trends are, imho, kind of stupid. And are we even gonna keep the public timeline?

I do look at the trends from time to time, even more than I look at the public timeline.
Certainly wouldn't push to have it in 0.10. I'm also all for ripping out the public timeline altogether :)
