Show tooltip when hovering over a hashtag

When hovering over a hashtag in a timeline entry, there should
be a tooltip that contains the element's title
attribute value, "Search for this hashtag".
I tried updating the .hashtag closure in
Spaz.Controller.initIntercept to create and show a tooltip, but it
apparently requires more digging than that.
