minimize in background does not unset until restart.

Found this while trying to confirm #32566 on Ubuntu.
When I set "Minimize in background", it minimizes correctly when it loses focus, but if I uncheck "Minimize in background" and save, it still continues to minimize when losing focus. When I restart, it stays open after lost focus properly.
